I welcome dear participants, distinguished officials, Your Excellencies, ladies and gentlemen, who are present at the Tenth Moscow International Security Conference, and I would first like to express my gratitude to General of the Army Shoigu for inviting me to this conference.
Mr. Chairman, ladies and gentlemen!
This year the conference is held on a very serious and important topic “Stability and global security in the light of a multipolar world.” In past years, in this forum, my colleagues have spoken about the warnings and predictions of the dangers of the current world. Each time we have warned that the unilateralism and totalitarianism of the United States of America further undermines the security of the world, and we have warned that the political life and national security of the United States of America depends on the creation of crises, wars and sanctions. We warned that the United States of America has turned around the security of regions and countries, the Americans are trading in the security of peoples, and we reminded that this is a very bad and dangerous tradition when we, as the Islamic Republic of Iran, face its harm for more than four decades, and we noted that someday other countries will face the harm of such a tradition. We have repeatedly highlighted the unfair nature of the international system.
What we are seeing today in Ukraine, where unfortunately thousands of military and civilians are being killed, is the product of deceit and fraud on the part of the United States of America and its insistence on unilateralism and world hegemony. At the same time, NATO is used as one of their tools in this arena, that is, in Ukraine, NATO’s excessive thirst, NATO’s entry into the security zone of the Russian Federation and the West’s inattention to warnings led to this crisis, and if this does not happen today, and this initiative of the Russian Federation was not used, perhaps in the future it will lead to even greater devastating consequences in the region and the world. The whole world sees that the United States of America, by promoting global hegemony and irresponsible and totalitarian behavior, has placed the world in front of an abyss of great crises.
All states, peoples and trustees of international organizations need to continue to show reasonableness in order to save the world from this abyss of falling.
Ladies and Gentlemen!
One of the factors of today’s world system, created after the Second World War, corresponding to the conditions of that time and built on the basis of strength, is the division of the world into great powers and others: they call themselves the world community and its trustee, but in fact they are considered not only those who started an arms race of mass destruction, but are also a factor in the continuation of such an arms race. Our many years of experience, especially in the dialogues called the JCPOA negotiations, which we conducted in good faith to respond to baseless accusations from the West, testify to the insatiability and relentless appetite of the West, because domination has turned for the West into behavior like a sick person who cannot be cured. Of course, we, like other patients in the world community, we have a certain remedy for treating him – this is a religious teaching about truth and Islam, but on condition that the patient wants to be treated! The return to divine instructions, which is the same return to pure human nature, opens this way for correction.
There is already the experience of the Iranian people returning to religion on the basis of the Islamic Revolution and winning it. This popular revolution was formed on the basis of when the country was for several centuries the scene of attack by exploiters and arrogant forces, when the hatred of arrogance and their interference turned into a dominant and public discourse in the country, for this reason independence and freedom, along with religious power , have become the main religious slogans, and after about half a century, the people and the regime of the Islamic Republic of Iran are committed to this main slogan and not only have not departed from it one step back, but are becoming stronger in their will every day.
We thank God that today at this conference, the need to change the existing system and the need to move towards a world free of unilateralism is manifested as a topic for discussion among defense and security thinkers, politicians and officials.
Examples of the decline of the power of the United States of America, being an example of arrogance and the great Satan, for a long time before that was an obvious fact for those who had a discerning eye, but today this decline is manifested to a greater extent, many thinkers have reached an understanding of the reasons for such a decline, today this decline can be measured and observed.
Today, the policy of unilateralism, diktat and discrimination pursued by the United States of America has fettered everyone to preserve the diktat and hegemony of the United States and the system of the unipolar world. To strengthen their hegemony and their rule over the world, they, using the media empire and the weapon of sanctions, thanks to the exorbitant costs of the intelligence services, have included in their working agenda the project of creating geopolitical security and geopolitical manipulation. In this project, they seek to manipulate, interfere, impose and rearrange the pages of the world order and examples of geopolitics. Intervention in the regions, for example, in the region of Western Asia, is carried out within the framework of such projects as the continuation of the support of the Zionist occupation of Palestinian lands, the formation and management of the terrorist and Takfiri group ISIS, demanding the creation of a caliphate in order to destabilize geopolitical resistance, and numerous other projects. this is seriously and actively opposed by the Islamic Republic of Iran, which, in cooperation with some other powers and regional countries, creates obstacles in the way of such projects. This is a clear message from the Islamic Republic of Iran, which is not only not indifferent to the projects of enemies in the field of security and in the territories around it, but, showing its will for the sake of national interests and the interests of the oppressed peoples of the region, never doubts the path itself. About what promises to form a new order,
Among peoples and states, the desire for independence and disagreement with the system of force, dictate and world arrogance is growing. It won’t be long before the world sees the emergence and manifestation of a process that will culminate in a big referendum that will accept “no” to the hegemony of the United States of America.
Three decades ago, the Leader of the Islamic Revolution foresaw changes in the existing world system, he called such changes the entry of the world into a historical turn, which will end with the formation of a new world system, and today everyone understands this. On this basis, we are convinced that the world is on the eve of great changes, and the new world itself needs the following:
First: the partnership of all countries to resolve global problems.
Second: the confidence that real and joint problem solving will make the world a fairer place.
Third: the world needs justice, there is no more room for the swings of injustice and the dominance of the power system.
Fourth: respect for the independence and territorial integrity of countries is a mandatory principle.
Fifth: refusal to interfere and impose views on other countries. Sixth: there is no more tolerance for arrogant views and voluntarism.
The Islamic Republic of Iran, in turn, will make efforts to resist the politics of force and arrogance and the unjust world system, with the aim of creating a new system based on justice and welfare for the peoples of the world, especially in the sensitive region of Western Asia.

The occupation of the sacred land of Palestine, the killing and expulsion from their lands of the people of this country by the occupation regime of Gods, continues as before. Secret Takfiri cells and terrorist groups in the West Asian region are still active with the support of US intelligence services, they pose a great threat to security in the region and prevent the establishment of peace, security and the full restoration and return of calm in the region.
The Islamic Republic of Iran is confident that the problems of the region must be resolved through dialogue and understanding between the countries of the region, relying on the principle of collective security and the principle of its foreign policy to expand relations with all neighboring countries, and extends a hand of friendship to them. Based on this principle, we are focusing on ending the bloodshed and killing of the innocent people of Yemen for many years, on ending the occupation and the withdrawal of foreign mercenaries from this country through inter-Yemeni dialogue with the support of the countries of the region. We are convinced that, as we pointed out earlier, island security is meaningless, and thus the power and progress of countries cannot be island. Therefore, we are convinced that we have a strong region,
Dear Mr. Chairman, ladies and gentlemen!
The region of Western Asia and the processes taking place in it, including factors, have a great influence on the formation of a new world system and a multipolar world, as it was in past decades.
The Iranian people, with their glorious history, have a bitter memory of exploitation, aggression, interference, occupation and broken promises by the West; thus, expects from its Armed Forces and requires us to increase our defense power without fear of anyone. And we consider this question useful not only for our country, but also for the region, however, unfortunately, the West, using double standards, declares fraudulent and unreasonable views regarding the defense power of I.R. Iran. We say with confidence that our defense power does not threaten any state, and from this point of view, we will continue to confidently follow this path at the request of our dear people.
This region, due to the robbery of property from the peoples of the region, turned into a warehouse and an arsenal with weapons. We consider Iranophobia a manifestation of colonialism and arrogance for the illegal purposes and interests of the West, especially the United States of America and Zionism. American preparations in the region, as evidenced by the recent visit of the President of the United States, are carried out with the same colonial and arrogant outlook to influence regional and world processes. Of course, many circles view this as a failure. Perhaps arming the region and turning it into a dangerous arsenal for economic purposes and interests can be called the only achievement of this visit. The visit of the President of the Congress of the United States of America to East Asia was carried out in order to create a crisis and kindle a fire in this region.
In such circumstances, the expectation of inaction and lack of defense of the people and our land and our interests is an exorbitant expectation. Whereas we will continue our efforts to create a region free of nuclear weapons. We hope that the international system and responsible international organizations should act within their responsibility, we will never deviate from our principles and values in countering the occupation and oppression of the peoples of the region and the world. It is necessary to put an end to the eighty years of occupation of Palestinian lands, the suppression of the oppressed Palestinian people, the transformation of a significant part of the Palestinian people into refugees and the machinations of the occupying Zionist regime. The peoples of the region, being free and independent, must decide on their own destiny. As a result, peace and tranquility should reign in the region. In addition to the fact that the land should belong to the people of Palestine, the achievement of peace and tranquility by the peoples of Yemen and Afghanistan are also priorities for this region. Saudi Arabia and the United Arab Emirates must formally recognize the legitimate rights of the Yemeni people, and the Taliban must make serious decisions regarding the formation of a comprehensive government with representatives of all ethnic groups and faiths in this country. Peace and complete calm in Syria and Iraq must return to these countries with the preservation of their territorial integrity and respect for all countries. Saudi Arabia and the United Arab Emirates must formally recognize the legitimate rights of the Yemeni people, and the Taliban must make serious decisions regarding the formation of a comprehensive government with representatives of all ethnic groups and faiths in this country. Peace and complete calm in Syria and Iraq must return to these countries with the preservation of their territorial integrity and respect for all countries. Saudi Arabia and the United Arab Emirates must formally recognize the legitimate rights of the Yemeni people, and the Taliban must make serious decisions regarding the formation of a comprehensive government with representatives of all ethnic groups and faiths in this country. As part of the Armed Forces of the Islamic Republic of Iran and a comrade-in-arms of our heroic martyr General Ghasem Soleimani, I declare that we will not for a moment back down from ensuring the security of the Iranian people, maintaining the independence and territorial integrity of the country, despite the nonsense that the American regime, the Zionist regime and some European states that follow them and continue to follow the path of our right to strengthen defense within the framework of the doctrine of active deterrence and will be committed to our convictions to support the oppressed peoples and resolutely fight terrorism and arrogance, that is, we will follow the path on which we became a martyr dear military commander of the Iranian people.
In conclusion, I again thank General of the Army Shoigu, colleagues and organizers of this important and fruitful conference, and I want to express my hope that the expected results will be achieved along this path in achieving global security.
