According to German customs investigators, the switches were destined for Tehran; reportedly, in order to avoid German dual-use technology regulation, Johansson arranged for the switches to be delivered to a German address; reportedly was assisted by Harold Hemming and Eva-Marie Hack in his attempt to acquire the switches; the switches were reportedly seized by German customs agents, but Johansson reportedly managed to leave Germany before being detained;
