The project was started on 16 Sept. 2009; SADRA is added to the Specially Designated Nationals (SDN) list maintained by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) for being owned or controlled by the Khatam al-Anbiya Construction Headquarters (KAA), according to the European Union, which is an Islamic Revolutionary Guard Corps (IRGC)-owned company;
