On September 18, 2023, the Syrian opposition-affiliated Observatory for Human Rights (SOHR) reported that the areas under the control of the Iran-backed militias in Deir Al-Zour Governorate on the western bank of the Euphrates River witness increased military activity as the militias continue to conduct intensive drills on an almost daily basis, under the supervision of the Iranian Revolutionary Guard Corps (IRGC) and Lebanese Hizbullah.

According to the report, military training is focused on the use of missiles, drones, as well as field maneuvers using live ammunition and heavy weapons in operations that simulate the targeting of international coalition bases and personnel on the opposite river bank. The report claimed that the intensity in training comes amid ongoing tensions between the Iran-backed militias and the coalition forces and local allies in the region, which it says is anticipation of any escalation west of the Euphrates River.
