Iran Human Rights (IHR); September 25, 2020: The death sentence of a prisoner who was probably a child offender, was carried out in Sepidar Prison in Ahvaz. The prisoner, whose identity has been established as Movid Savari, was sentenced to qisas (retribution-in-kind) for murder.
According to Iran Human Rights, on the morning of Sunday, September 20, a young prisoner was executed in Sepidar Prison in Ahvaz. The prisoner who had been sentenced to qisas (retribution-in-kind) for murder, has been identified as Movid Savari.
While some sources have reported that he was convicted as a child, despite his photo ID being provided to IHR which shows that he was 24 at the time of execution, this cannot be confirmed until his date of arrest has been established. Iran Human Rights continues to investigate the matter.
At the time of publication, the execution of Movid Savari has not been reported by domestic media or officials in Iran.
Iran is one of the few countries in the world that still carries out the death penalty for crimes committed as minors. However, Article 91 of the new Islamic Penal Code, ratified in 2013, gives judges the power to not issue death sentences for minors who did not understand the nature and morality of their crimes.
According to Iran Human Rights’ annual report on the Death Penalty in Iran, in 2019, at least four children were executed in breach of the Convention on the Rights of the Child, which has been signed and ratified by the Islamic Republic.
Given the repression of civil society and the limitations in contacting prisoners, it is very likely that the number of child offenders executed is much higher than the official numbers recorded
