The latest published leaked documents obtained by the “GhyamSarnegouni” dissident group from the Iranian regime’s presidency indicate how the mullahs’ president, Ebrahim Raisi, provided as much as $6 billion to the Revolutionary Guards (IRGC).

These highly confidential reports highlight the urgent need for immediate assistance in providing security equipment to the IRGC and Faraja security and law enforcement units due to their fear of another round of anti-regime protests.

The IRGC commanders, including its commander-in-chief, Hossein Salami, request a meeting with Vice President Mohammad Mokhber and the head of the Program and Budget Organization, Massoud Mirkazemi, to settle a dispute between the Mirkazemi and IRGC commanders, as the former had seemingly refused to allocate the necessary fund. Another document highlights Salami demanding urgent allocation of funds for IRGC universities in Tehran province to address their immediate needs. Following the discussions held during the 812th meeting of the Supreme National Security Council on 11-19-2022, it has been deemed necessary to urgently address the shortages of security equipment in the IRGC and Faraja security and law enforcement units. I hereby inform you of the following:

Considering the ongoing unrest and disturbances, and your Excellency’s emphasis on adopting an effective and deterrent approach to resolve the current situation, it has been noted that the first part of the resources allocated for the seventh five-year period (amounting to $6 billion) is estimated to be available in the second half of next year, under the most optimistic circumstances. However, immediate assistance is required this year, including cars, motorcycles, military equipment, clothing, individual gear, and unavoidable operational costs, amounting to at least 10,000 billion tomans.
The honorable head of the Planning and Budget Organization has expressed disagreement, citing sufficient previous approvals and inadequate liquidity. Therefore, I kindly request that a meeting be arranged with the Honorable Vice President, along with representatives and officials from the Planning and Budget Organization, to discuss the specifics of the issue, including the timing and manner of resource allocation, considering the limited timeframe. Your agreement to review and decide in this regard would be highly appreciated.
Therefore, I kindly request you to issue the necessary instructions to Mr. Dr. Mokhbar for convening a meeting and making a decision regarding the abovementioned matters.
